Oliver was born in Guernsey and began oboe lessons at the age of nine. He studied at the Royal College of Music, London (RCM) graduating with a Bachelor of Music (Honours) First Class. As an RCM John Nickson Scholar he achieved a Master of Orchestral Performance with Distinction and was awarded the Evelyn Rothwell Oboe Prize. He lectures in reed making techniques at the Royal Academy of Music, Royal College of Music and Royal Welsh College of Music and conducts workshops for aspiring oboists.
Oliver is a freelance oboist and has played as a guest with the BBC Symphony Orchestra, Ulster Orchestra, BBC Scottish Symphony Orchestra, Royal Philharmonic Orchestra and Britten Sinfonia.
